Yes: it uses the browser's cryptographic random number generator. For transparency, record your screen while picking or show the result with the time and number of participants.
How to remove duplicates and fake entries?
Turn on «One chance per participant» — each nickname takes part once, no matter how many comments it left. You can also exclude the organizers' nicknames.
What if the rule is to tag friends?
Set the minimum number of @mentions per comment — only comments that met the rule will stay in the draw.
